Accessibility statement

What we aim for

We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA. That is also the standard referenced by the Guidelines for Indian Government Websites, and it sits behind the accessibility duties in the Rights of Persons with Disabilities Act, 2016. We have not commissioned an independent audit, so we describe this as our target and our own assessment — not as certified conformance.

What is in place

• Keyboard access. Every link, button and form field can be reached and operated with a keyboard, and a "Skip to content" link is the first thing you reach on each page so you can jump past the navigation.
• Reduced motion. If your device is set to reduce motion, the animated hero, the scrolling sections, the regulatory ticker and the 3D seam model all drop their animation.
• Text alternatives. Every photograph and diagram carries alternative text, and icons that convey meaning have accessible labels.
• Language. Each page declares its language, so a screen reader pronounces Hindi and English correctly. Core pages are available in हिन्दी.
• Structure. Pages use real headings, lists and landmarks rather than styled text, so you can navigate by structure.
• Zoom and reflow. Text can be enlarged and the layout reflows down to a phone-sized screen without horizontal scrolling.
• Contrast. The site uses light text on a dark ground, chosen to stay legible at normal viewing sizes.

Where we fall short

We would rather tell you than let you discover it:

• The regulations library is a library of PDFs. Most are scans of gazette notifications and DGMS circulars issued by the Government of India. Many have no text layer, which means a screen reader cannot read them and you cannot search inside them. We did not create these documents and cannot alter them, but the title, summary, issuing authority and date of every one of them are readable on our own pages. If you need a particular document in an accessible form, ask us and we will help.
• The 3D seam model is visual. It conveys the shape of the coal seams and cannot be made meaningful through a screen reader. Where a browser does not support the technology it uses, a written description of the seam sequence appears instead.
• Newspaper clippings are images. The press coverage on our news page consists of photographs of printed pages. Each carries a written summary in English alongside it.
• The drone footage has no captions, because it has no speech or audio content.
• Hindi is partial. The core pages are translated; the regulations library, the explainers and the news pages remain in English, because their source documents are in English.
