• Draft Colliery Control (Amendment) Rules, 2026

  Would make the Coal Controller the competent authority on mining-plan compliance, let it suspend all or part of a mine's operations that depart from the approved mining plan (after a rectification direction and a 15-day show-cause notice, or at once where safety, the environment or imminent harm require), and require each company Board to declare annually that mining followed the approved plan and all applicable laws. Open for comment for 30 days from the Gazette's public release on 13 October 2026; not in force.

• Colliery Control — penalty rule

  The Colliery Control (Second Amendment) Rules, 2026 substitute rule 13: contraventions now attract a civil penalty under sections 25A and 25B of the MMDR Act, following the Jan Vishwas (Amendment of Provisions) Act, 2026.

• Draft OSH&WC (Coal Mines) Regulations, 2026

  Proposed successor to CMR 2017, made under the OSH&WC Code 2020 (s.136). The 45-day consultation window closed in March 2026 and no final notification has issued since, so the draft remains pending. CMR 2017 stays fully operative until it does.

• Mining Plan & Mine Closure Guidelines, 2026

  The Ministry of Coal has redrafted the mining plan and mine closure guidelines and held stakeholder consultation on 31 July 2026. No final instrument has been issued. MPG-2025 therefore remains in force; if the 2026 guidelines are notified they would supersede it, with plans uploaded before commencement staying under the 2025 regime.

• The four Labour Codes — rollout

  Wages, Industrial Relations, Social Security and OSH&WC Codes brought into force; the (Central) Rules, 2026 were finalised 8 May 2026. Jharkhand notified its own Code on Wages and OSH&WC rules back in 2021, ahead of the Codes commencing.

• NCWA-XII wage settlement

  NCWA-XI ran to 30 Jun 2026

  The Eleventh National Coal Wage Agreement, signed 20 May 2023, covered 1 July 2021 to 30 June 2026 and has now expired. The Twelfth has not been signed. JBCCI-XII — the joint bipartite committee that negotiates it — is still not constituted. At the Apex Joint Consultative Committee meeting on 3 September 2026 the central trade unions sought an exemption from Section 14 of the Industrial Relations Code, 2020, which governs how negotiating unions and councils are recognised, and Coal India management agreed to take it to the Coal Ministry. Coal India was reported on 2 October to have written to the Ministry seeking that exemption. The Ministry's decision is pending, and nothing has issued to report.
