DGMS (Tech) Circular 08 of 2026 — Procurement of spares for DGMS-approved mining equipment
Summary
Addressed to owners, agents and managers of all mines. DGMS approves mining equipment as a complete system, including its components, sub-assemblies and safety-critical parts, and regulation 208(3) of the Coal Mines Regulations 2017 requires that all apparatus and appliances be maintained in a safe working condition and in accordance with the conditions of approval. Inspections, audits and incident analyses found spares other than those supplied by the Original Equipment Manufacturer or Original Part Manufacturer, or their authorised dealers, being fitted to approved equipment. The circular sets out the consequences — reduced mechanical strength and load-bearing capacity, failure of braking and safety systems, improper functioning of hydraulic and transmission systems, excessive wear, misalignment and vibration, and failure of interlocks and safety devices — and directs how spares are to be procured so that approved equipment retains its safety and functional integrity.
