DGMS (Legislative) Circular 05 of 2026 — Training centre standards, staff qualifications and refresher-training exemption
Summary
Addressed to all owners, agents and managers of coal, metalliferous and oil mines. Transmits the Gazette notifications made under rules 160, 163, 164, 165, 169, 172, 173 and 176 of the Occupational Safety, Health and Working Conditions (Central) Rules 2026, published on 10 July 2026, covering the conditions on which a mine may be exempted from imparting refresher training during normal working hours on the full-day release system [G.S.R. 617(E), rule 160], the infrastructure and facilities a training centre must provide [G.S.R. 618(E), rule 163(3)] and the application proforma and fee applicable to all training centres [G.S.R. 619(E), rule 163(4)]. It also covers the forms and standards for training centres, the qualification and experience required of the training officer, instructors and trainers, and the training allowance payable.
