Summary
Addressed to owners, agents and managers of all coal and metalliferous mines. Citing an alarming rise in accidents involving wheeled trackless transportation machinery — dumpers, tippers and trucks — DGMS notes that over 2023-2025 such machinery accounted for 39 of the fatal accidents in coal mines (33%), and that in 2026 up to 31 July it accounted for 36% of coal-mine fatal accidents. The circular strengthens the required safety measures for operating this machinery and for off-the-road (OTR) tyre handling operations.
