Addressed to all owners, agents and managers of coal, metalliferous and oil mines. Specifies, under rule 157(1) of the Occupational Safety, Health and Working Conditions (Central) Rules 2026, the guidelines every mine employer must follow when preparing the training scheme for persons employed or to be employed in the mine. The scheme must set out the framework and modality for training under rules 158, 159, 161 and 162 at a training centre established under rule 163, and must cover the training modules, the minimum number of theory sessions, practicals and demonstrations, on-the-job training and their durations, assessment of training needs, post-training evaluation, certification, record-keeping and the auditing of those records. Read with the corrigendum at Circular 06 of 2026, which corrects the initial-training hours.
