Summary
Following a fatal fire at an onshore workover oil mine caused by a mobile-phone ignition of a hydrocarbon-gas cloud, this circular directs owners of oil/gas mines to provide separator vessels and flare stacks and to keep workover operations under statutory supervision, per Regulations 62(2)(c) and 129(7) of the Oil Mines Regulations, 2017.
