Summary

Addressed to owners, agents and managers of all mines. Companion to Circular 08 of 2026, dealing with how spares for DGMS-approved mining equipment are managed once procured, so that approved equipment retains the safety and functional integrity on which its approval was granted. Restates that approval covers the equipment as a complete system, including components, sub-assemblies and safety-critical parts, under regulation 208(3) of the Coal Mines Regulations 2017, which requires all apparatus and appliances to be maintained in a safe working condition and in accordance with the conditions of approval. Notes that failures of non-genuine components may remain undetected or cause catastrophic breakdown, a serious threat in underground and opencast mines where heavy machinery works under demanding conditions.
