जनयम, 2026 के जनयम 169 के तहत गठित सजमजत की जसफाठरि के आधार पर, व्यािसाजयक प्रजिक्षण केंद्र के इंस्ट्रक्टर और रेनर के जलए योग्यता, प्रजिक्षण और अनुभि को इस प्रकार जनधायठरत करता हूँ:

दायरा: यह मानक उपिीजिकािन्य सुरक्षा, स्ट्िास्ट््य और काययदिाएं (केंद्रीय) जनयम, 2026 के जनयम 169 के तहत व्यािसाजयक प्रजिक्षण केंद्र के इंस्ट्रक्टर और रेनर के जलए आिश्यक योग्यता, प्रजिक्षण और अनुभि के बारे में बताता है। लागू होना: यह मानक उन सभी व्यािसाजयक प्रजिक्षण केंद्रों पर लागू होता है िो कोयला,धातु-युि (मेटैजलफेरस) और तेल खदानों की प्रजिक्षण आिश्यकताओं को पूरा करने के जलए उपिीजिकािन्य सुरक्षा, स्ट्िास्ट््य और काययदिाएं (केंद्रीय) जनयम, 2026 के जनयम 163 के तहत स्ट्थाजपत ककए गए हैं। सं. 564]

I. इंस्ट्रक्टर (प्रजिक्षक) की योग्यता, प्रजिक्षण और अनुभि [माइननंग]:

a. कोयला खदानों की ज़रूरतों को पूरा करने िाले िोकेिनल रेननंग सेंटर (व्यािसाजयक प्रजिक्षण केंद्र) के मामले में:

इंस्ट्रक्टर के पास कोयला खदान के कामकाि का कम से कम 05 िषय का अनुभि होना चाजहए और उनके पास कोयला खदानों के जलए 'माइननंग सुपरिाइज़र या प्रबंधक का सक्षमता प्रमाणपत्र' या कोयला खदानों में केिल ओपनकास्ट्ट कामकाि तक सीजमत 'माइननंग सुपरिाइज़र या प्रबंधक का सक्षमता प्रमाणपत्र' होना चाजहए। साथ ही, उन्होंने िोकेिनल रेननंग बोडय द्वारा बताए गए तरीके से फुल-टाइम इंस्ट्रक्िन और रेननंग का कोसय ककया हो, िैसा कक पैरा III में बताया गया है । बिते कक, यकद िोकेिनल रेननंग सेंटर ककसी एक या अजधक भूजमगत (below ground) कोयला खदानों की ज़रूरतों को पूरा करता है, तो इंस्ट्रक्टर के पास कोयला खदानों के भूजमगत कामकाि का कम से कम 05 िषय का अनुभि होना चाजहए और उनके पास कोयला खदानों के जलए 'माइननंग सुपरिाइज़र या प्रबंधक का सक्षमता प्रमाणपत्र' [जबना ककसी प्रजतबंध के / Un-Restricted] होना चाजहए। साथ ही, उन्होंने िोकेिनल रेननंग बोडय द्वारा बताए गए तरीके से फुल-टाइम इंस्ट्रक्िन और रेननंग का कोसय ककया हो, िैसा कक पैरा III में बताया गया है । b. मेटैजलफेरस खदानों (धातु खदानों) की ज़रूरतों को पूरा करने िाले िोकेिनल रेननंग सेंटर के मामले में [माइननंग]:

इंस्ट्रक्टर के पास मेटैजलफेरस खदान के कामकाि का कम से कम 05 साल का अनुभि होना चाजहए और उनके पास मेटैजलफेरस खदानों के जलए 'माइननंग सुपरिाइज़र या प्रबंधक का सक्षमता प्रमाणपत्र' या मेटैजलफेरस खदानों में केिल ओपनकास्ट्ट कामकाि तक सीजमत 'माइननंग सुपरिाइज़र या प्रबंधक का सक्षमता प्रमाणपत्र' होना चाजहए। रेननंग के साथ ही माइन्स, और िोकेिनल रेननंग बोडय द्वारा बताए गए तरीके से फुल-टाइम इंस्ट्रक्िन और कोसय पूरा ककया हो, िैसा कक पैरा III में बताया गया है । बिते कक, अगर िोकेिनल रेननंग सेंटर ज़मीन के नीचे काम करने िाली एक या ज़्यादा मेटल िाली खदानों (metalliferous mines) की ज़रूरतें पूरी करता है, तो इंस्ट्रक्टर के पास मेटल िाली खदानों में ज़मीन के नीचे काम करने का कम से कम 05 साल का अनुभि होना चाजहए और मेटल िाली खदानों के जलए 'माइननंग सुपरिाइज़र या प्रबंधक का सक्षमता प्रमाणपत्र [अन-ठरजस्ट्रक्टेड] होना चाजहए, और िोकेिनल रेननंग बोडय द्वारा बताए गए तरीके से फुल-टाइम इंस्ट्रक्िन और रेननंग का कोसय पूरा ककया हो, िैसा कक पैरा III में बताया गया है । c. अगर िोकेिनल रेननंग सेंटर ऑयल माइन्स की ज़रूरतें पूरी करता है:

इंस्ट्रक्टर की उम्र 25 साल से कम नहीं होनी चाजहए और उसके पास संबंजधत जिषय में इंिीजनयररंग की जडग्री या जडप्लोमा होना चाजहए, साथ ही ऑयल फील्ड में कम से कम 05 साल के बाद की योग्यता का अनुभि होना चाजहए और िोकेिनल रेननंग बोडय द्वारा बताए गए तरीके से फुल-टाइम इंस्ट्रक्िन और रेननंग का कोसय पूरा ककया हो, िैसा कक पैरा III में बताया गया है । II. कोयला और धातु खदानों की ज़रूरतों को पूरा करने िाले व्यािसाजयक प्रजिक्षण केंद्रों के जलए प्रजिक्षकों [मैकेजनकल और इलेजक्रकल] की योग्यता, प्रजिक्षण और अनुभि:

a. मैकेजनकल रेड में रेननंग के जलए, ऐसा इंस्ट्रक्टर जिसके पास मैकेजनकल इंिीजनयररंग में जडग्री या जडप्लोमा हो, जिसे खदानों में कम से कम 05 साल का अनुभि हो और जिसने फुल-टाइम इंस्ट्रक्िन और रेननंग का कोसय ककया हो। [भाग II—खण् ड 3(i)]

भारत का रािपत्र : असाधारण b. इलेजक्रकल रेड में रेननंग के जलए, ऐसा इंस्ट्रक्टर जिसके पास इलेजक्रकल इंिीजनयररंग में जडग्री या जडप्लोमा हो, या माइननंग के जलए इलेजक्रकल सुपरिाइज़र का सर्टयकफकेट हो, साथ ही खदानों में कम से कम 05 साल का अनुभि हो और उसने फुल-टाइम इंस्ट्रक्िन और रेननंग का कोसय ककया हो। III. पैरा नंबर I (a, b और c) और पैरा नंबर II (a और b) में बताए गए इंस्ट्रक्टर के तौर पर कोई भी व्यजि तब तक काम नहीं करेगा, िब तक उसने कम से कम पांच कदनों और 20 लेक्चर की रेननंग पूरी न कर ली हो। इस रेननंग में िाजमल होंगे:

3 कदन अलग-अलग तरह की रेननंग जस्ट्कल्स, कम्युजनकेिन जस्ट्कल्स, रेननंग से िुडी असरदार प्लाननंग और जडलीिरी तकनीक, रेननंग के अलग-अलग टूल्स और तकनीक, कंप्यूटर की िानकारी, रेननंग मटीठरयल तैयार करना और उसका इस्ट्तेमाल, बडों की लर्निंग/रेननंग, रेननंग से पहले रेननंग की ज़रूरत का पता लगाना और रेननंग के बाद रेनीज़ की लर्निंग का आकलन करना, असरदार ठरकॉडय रखना; और 2 कदन संबंजधत क्षेत्र में तकनीकी िानकारी और रेगुलेटरी िानकारी, खतरों की पहचान करने की बुजनयादी समझ, ठरस्ट्क का आकलन और ठरस्ट्क कम करने का प्लान, अलग-अलग तरह के PPE और रेनीज़ के टारगेट ग्रुप की ज़रूरत के जहसाब से रेननंग के दूसरे ज़रूरी पहलू; जिसके बाद रेननंग का आकलन ककया िाएगा। बिते, इंस्ट्रक्टर को अपनी रेननंग की िानकारी और जस्ट्कल को अपडेट करने के जलए हर तीन साल में कम से कम एक बार, दो कदन और आि लेक्चर की ठरफ्रेिर रेननंग भी दी िाएगी। IV. रेनसय की योग्यता, रेननंग और अनुभि:

a. कोयला और धातु खदानों की ज़रूरतों को पूरा करने िाले िोकेिनल रेननंग सेंटर के मामले में:

(1) कोई भी व्यजि रेनर के तौर पर तब तक काम नहीं करेगा िब तक कक िह 30 साल का न हो, उसे खदानों में काम करने का 5 साल का अनुभि न हो, और उसने साइट/काम/रेड से िुडे खास ऑपरेिन्स पर कम से कम बारह लेक्चर िाला फुल- टाइम इंस्ट्रक्िन और रेननंग कोसय न ककया हो। साथ ही, उसे SOPs/COPs/सेफ्टी फीचसय की स्ट्पष्ट िानकारी हो और खदानों में क्या करना चाजहए और क्या नहीं (Do’s and Don’ts) तथा सामान्य सुरक्षा के बारे में भी िानकारी हो। (2) रेनर के तौर पर जसफय उन्हीं लोगों को चुना िाएगा जिनमें दूसरों को गाइडेंस और प्रैजक्टकल रेननंग देने की काजबजलयत हो, और िो खदान के माजलक, एिेंट या मैनेिर की नज़र में सुरक्षा को लेकर िागरूक और कुिल हों। b. तेल खदानों की ज़रूरतों को पूरा करने िाले िोकेिनल रेननंग सेंटर के मामले में:

(1) कोई भी व्यजि तब तक रेनर के तौर पर काम नहीं कर सकता िब तक कक उसके पास इंिीजनयररंग में कम से कम जडप्लोमा और ऑयलफील्ड में कम से कम पांच साल का काम का अनुभि न हो। साथ ही, उसने साइट/िॉब/रेड से िुडे कामों पर कम से कम बारह लेक्चर िाला इंस्ट्रक्िन और रेननंग का फुल-टाइम कोसय ककया हो, और उसे SOPs/COPs/सेफ्टी फीचसय की स्ट्पष्ट िानकारी हो, और साथ ही खदानों में क्या करना चाजहए और क्या नहीं (Do’s and Don’ts) और सामान्य सुरक्षा के बारे में भी िानकारी हो। (2) रेनर के तौर पर जसफय उन्हीं लोगों को चुना िाएगा जिनमें दूसरों को गाइडेंस और प्रैजक्टकल रेननंग देने की काजबजलयत हो, और िो खदान के माजलक, एिेंट या मैनेिर की नज़र में सुरक्षा को लेकर िागरूक और कुिल हों। [फा. सं. डीिीएमएस/03-6/2026/सीएमसी (मुख्यालय)]

MINISTRY OF LABOUR AND EMPLOYMENT (Directorate General Of Mines Safety)

NOTIFICATION Dhanbad, the 10th July, 2026 G.S.R. 622(E).— In exercise of the powers conferred on me under rule 169 of the Occupational Safety, Health and Working Conditions (Central) Rules, 2026, I, Ujjwal Tah, Chief Inspector-cum-Facilitator of Mines, also designated as the Director General of Mines Safety, hereby, based on the recommendation of the committee constituted under rule 169 of the Occupational Safety, Health and Working Conditions (Central) Rules, 2026, specify the qualification, training and experience for instructors and trainers of Vocational Training Centre are as follows:

Scope:

This standard specifies about the qualification, training and experience required for instructors and trainers of a Vocational Training centre under Rule 169 of the Occupational Safety, Health and Working Conditions (Central) Rules, 2026.

Applicability:

This standard is applicable to all Vocational Training Centres established under Rule 163 of the Occupational Safety, Health and Working Conditions (Central) Rules, 2026 for catering the training needs of Coal, Metalliferous and Oil Mines.

Compliance Requirements:

I.

Qualification, Training and Experience of Instructors [Mining]:

a. In case of Vocational Training Centre catering needs of Coal Mines:

The instructors shall have at least 05 years of experience in coal mine workings and possessing Mining Supervisor’s or Manager’s Certificate of competency for coal mines/ Mining Supervisor’s or Manager’s Certificate of competency restricted opencast workings only for coal mines and have undergone a course of full-time instructions and training as specified in para III.

Provided that, if the Vocational Training Centre caters the needs of any one or more below ground coal mines, the instructor shall have at least 05 years of experience in below ground workings of the coal mines and possessing Mining Supervisor’s or Manager’s Certificate of Competency for coal mines [Un-Restricted] and have undergone a course of full-time instructions and training as specified in para III.

b. In case of Vocational Training Centre catering for needs of Metalliferous Mines [Mining]:

The instructor shall have at least 05 years of experience in metalliferous mine workings and possessing Mining Supervisor’s or Manager’s Certificate of competency for Metalliferous Mines/ Mining Supervisor’s or Manager’s Certificate of competency restricted to opencast workings only for Metalliferous Mines, and have undergone a course of full-time instructions and training as specified in para III.

Provided that, if the Vocational Training Centre caters the needs of any one or more below ground metalliferous mines, the instructor shall have at least 05 years of experience in below ground workings of the Metalliferous Mines and possessing Mining Supervisor’s or Manager’s Certificate of competency for Metalliferous Mines [Un- Restricted] and have undergone a course of full-time instructions and training as specified in para III.

c.

In case of Vocational Training Centre catering for needs of Oil Mines:

Instructor shall not be less than 25 years of age and possess at least a degree or diploma in engineering in related discipline with at least 05 years of post-qualification work experience in oil fields and has undergone a course of full-time instructions and training as specified in para III.

II. Qualification, Training and Experience of Instructors [Mechanical & Electrical] for Vocational Training Centres catering needs of Coal and Metalliferous Mines:

a.

For training into Mechanical trades, an instructor holding degree or diploma in Mechanical Engineering with at least 05 years’ experience in mines and have undergone a course of full-time instructions and training.

b. For training into electrical trades an instructor holding degree or diploma in Electrical Engineering or Electrical Supervisor’s Certificate for mining with at least 05 years’ experience in mines and have undergone a course of full- time instructions and training.

III. No person shall function as an instructor mentioned at para No. I (a, b & c) & para No. II (a & b) unless he has undergone training for not less than five days with 20 lectures, including 3 days on different types of training skills, communication skills, effective planning and delivery techniques related to training, different types of training tools and techniques, computer proficiency, preparation and use of training materials, adult learning/training, techniques [भाग II—खण् ड 3(i)]

भारत का रािपत्र : असाधारण of assessing training requirement before training and learning by trainees after training, effective record keeping, and 2 days on technical proficiencies & regulatory awareness of concerned domain, basic concept of identifying hazards, risk assessment and risk mitigation plan, different types of PPEs and any other relevant aspects of training suited to the requirement of target group of trainees, followed by a training assessment.

Provided that the instructors shall also be imparted refresher training to update their training knowledge and skill once at least in every three years of not less than two days with eight lectures.

IV. Qualification, Training and Experience of Trainers:

a. In case of Vocational Training Centre catering needs of Coal and Metalliferous Mine:

(1) No person shall function as a trainer unless he is of 30 years age and having 05 years’ experience in mines and have undergone a course of full-time instructions and training of not less than twelve lectures on site/job/trade specific operations and having clear knowledge about SOPs/COPs/Safety features and also acquaintance in Do’s and Don’ts and general safety in mines.

(2) Trainers shall be selected only amongst the persons who have an aptitude to give guidance and practical training to other persons, and, who in the opinion of the owner, agent or manager of the mine, are safety minded and skilled.

b. In case of Vocational Training Centre catering for needs of Oil Mines:

(1) No person shall function as a trainer unless he possess at least Diploma in engineering with at least five years of work experience in oilfields and have undergone a course of full-time instructions and training of not less than twelve lectures on site/job/trade specific operations and having clear knowledge about SOPs/COPs/Safety features and also acquaintance in Do’s and Don’ts and general safety in mines.

(2) Trainers shall be selected only amongst the persons who have an aptitude to give guidance and practical training to other persons, and, who in the opinion of the owner, agent or manager of the mine, are safety minded and skilled.
